Electronic Voting Machines (“EVMs”) are being used in Indian General and State Elections to implement electronic voting in part from 1999 elections and recently in 2017 state elections held in five states across India. EVMs have replaced paper ballots in local, state and general (parliamentary) elections in India.
Electronic Voting Machines are 100 per cent reliable and tamper-proof. EVM functioning chips have their instructions indelibly burnt into them at the time of manufacture, these chips are then “mother-sealed” into the EVM and that this can never be altered.
How it works
An EVM consists of two machines attached by a wire. The machine in which a vote is cast and recorded is called ballot unit. The voter gets access to this machine only. The other machine, called the control unit, remains with the election official inside the polling booth. The control unit allows voting in the ballot unit. The status paper says that EVM used by the Commission is a standalone, non-networked, one-time-programmable (OTP) machine. An EVM is neither computer controlled nor connected to the internet or any network and hence, cannot be ‘hacked’, the Election Commission says.
During production in the factory, functional testing is done by a separate group for quality plan and performance test. Samples of EVMs from production batches are regularly checked for functionality by quality assurance group. This is an independent unit within the PSUs. Despite these security features and the fact that EVM cannot be rigged, the trustworthiness of EVMs in India is at the heart of the debate. Electronic Voting Machines are 100 per cent reliable and tamper-proof. The machine is electronically protected to prevent any tampering or manipulation. The software used in these machines is burnt into a one-time-programmable or masked chip so that it cannot be altered or tampered with.
So until all doubts are cleared, the greatest threat to a free and fair election comes not from EVMs but from the corrupt minds…
