You can’t apply through this. You have to apply it under Post code 7 i.e. bachelor degree (equivalent).
In 2011 a clarification notice for this post came that mentioned that btech with ece or etc is eligible and have to fill under post code 7. Note you must have done 12th with physics and maths. Minimum %age is 60%.
