1984 Riots: Delhi HC pronounces verdict

The Delhi high court on 17 Dec sentenced Congress leader Sajjan Kumar to imprisonment for life for conspiracy to commit murder in the 1984 anti-Sikh riots, promoting enmity and for acts against communal harmony.

The court said the riots were a “crime against humanity”.

A bench of justices S. Muralidhar and Vinod Goel was hearing the appeals filed by the Central Bureau of Investigation, riots victims and the convicts who were challenging a trial court’s acquittal of Kumar in 2013.

1984:

Indira Gandhi was assassinated on 31 October 1984, a few months after the former prime minister ordered the Indian Army to march into the Golden Temple as a part of Operation Blue Star. The pogrom that continued for the following three days across Delhi and the adjoining areas saw killings, destruction of property and looting that shook the entire country.

Some of the top leaders of the Congress(I) party such as HKL Bhagat, Sajjan Kumar, Jagdish Tytler and Lalit Makan, among others, have been accused of inciting violence.

There were several committees were formed to report on this matter and one of the important committees were Nanavati Committee formed in 2000 which submitted its reported in 2005.

Nanavati Committee Report 2005:

  • The report indicated that there was political involvement in the incitement of violence against one particular community.
  • The police became inactive and if they could have taken prompt action then this man made catastrophe could have been averted.

In Jan 2018, there was another committee formed under SN Dhingra.
