31 October 2019: Foundation date of J&K, Ladakh as Union Territories

On 10 August 2019, President Ram Nath Kovind has given his assent to “The Jammu and Kashmir Reorganisation Act 2019”.

The government set the date as October 31, the birthday of Sardar Vallabhai Patel as the date for the Union Territories of Jammu and Kashmir and Ladakh to come into being.

The Parliament passed a Bill to bifurcate Jammu and Kashmir into two Union Territories- Jammu and Kashmir and Ladakh. Ladakh will now be a Union Territory without legislature, while J&K would be with one.

Article 370 and Article 35A have defined the state's relationship with the Union for seven decades now, were effectively rendered null and void.

About Union Territory

A Union Territory (UT) is a type of administrative division in the Republic of India. Unlike the states of India, which have their own governments, union territories are federal territories governed directly by the union government (central government), hence the name union territory.

At present, India is a federal union comprising 29 states and 7 union territories, for a total of 36 entities. The states and union territories are further subdivided into districts and smaller administrative divisions.

Union Territories are administrated by the President acting to such extent, as he/she thinks fit, through an Administrator appointed by him/her. Administrators of Andaman and Nicobar Islands, Delhi and Puducherry are designated as Lieutenant Governors. The National Capital Territory of Delhi and Union Territory of Puducherry each has a legislative assembly and council of ministers.
