RBI RELEASES REVISED PRIORITY SECTOR LENDING GUIDELINES

Reserve Bank of India has comprehensively reviewed the Priority Sector Lending (PSL). It will enable better credit penetration to credit deficient areas; increase the lending to small and marginal farmers and weaker sections; boost credit to renewable energy, and health infrastructure. Bank finance to start-ups (up to ₹50 crore); loans to farmers for installation of solar power plants for solarisation of grid connected agriculture pumps and loans for setting up Compressed BioGas (CBG) plants have been included as fresh categories eligible for finance under priority sector.

RANKING OF STATES BASED ON IMPLEMENTATION OF BUSINESS REFORM ACTION PLAN FOR THE YEAR 2019 DECLARED

Andhra Pradesh has topped the country in the latest ease of doing business rankings, according to the State Business Reform Action Plan 2020 (State BRAP). Uttar Pradesh from North India, Andhra Pradesh from South India, West Bengal from East India, Madhya Pradesh from West India and Assam from North East India topped the ranking.

The present position is that the Parliament under Article 368 can amend any part of the Constitution including the Fundamental Rights but without affecting the ‘basic structure’ of the Constitution. ‘Basic structure’ is today widely interpreted to include the supremacy of the Constitution, the rule of law, independence of the judiciary, doctrine of separation of powers, federalism, secularism, sovereign democratic republic, the parliamentary system of government, the principle of free and fair elections, welfare state, etc.
