EXPLAINED : COUNTRY OF ORIGIN RULES: CAROTAR, 2020

The Customs (Administration of Rules of Origin under Trade Agreements) Rules, 2020 (CAROTAR, 2020) shall come into force from 21st September, 2020. CAROTAR, 2020 protects the domestic industry from misuse of Free trade agreements (FTA). It will also help importers claiming the concessional duty and assist Customs authorities in smooth clearance of legitimate imports under FTAs.

EXPLAINED: GOVT’S NEW VERSIONS OF LABOUR CODES – KEY PROPOSALS AND CONCERNS

The government has introduced new versions of three labour codes – Industrial Relations Code Bill, 2020, Code on Social Security Bill, 2020 and Occupational Safety, Health and Working Conditions Code Bill, 2020. It proposed to introduce conditions which restrict the rights of workers to strike. It has raised rules of conduct for workmen employed in industrial establishments which have over 300 workers.

Companies (Amendment) Bill, 2020, decriminalises a number of technical and filing-related corporate offences. It allows direct listing of Indian companies on foreign stock exchanges.

Taxation and Other Laws (Relaxation and Amendment of Certain Provisions) Bill, 2020,  aims to provide relaxation related to compliance by extending the time limit and waiving penalty in relation to certain specified laws.

EXPLAINED : SPICE+ PORTAL

Ministry of Corporate Affairs (MCA) has notified and deployed a web-form namely ‘SPICe+’ (pronounced SPICe Plus) as a part of Government of India’s Ease of Doing Business (EODB) initiatives. The web-form offers 10 services by three Central Government Ministries and Departments.
