Amendments Proposed to Central Motor Vehicles Rules


  • Ministry of Road Transport and Highways has notified draft amendments to the Central Motor Vehicles Rules, making FASTags and Vehicle Tracking System device mandatory for all commercial vehicles obtaining national permit.
  • The front wind screen of the vehicle will have to be affixed with a sticker confirming fitting of the Fastag.  The draft amendments also stipulate other additional conditions for obtaining national permit that include display of the words “National Permit or N/P” in the front and rear of the vehicles in bold letters.
  • The body of a tanker carrying dangerous or hazardous goods has to be painted in white colour and display the prescribed class label on both the sides and rear of the tanker. The vehicle will be affixed with reflective tapes at front and rear.
  • It has also been proposed that fitness certificate of transport vehicles will be renewed for a period of two years for vehicles up to eight years old and for one year for vehicles older than eight years.
  • The proposed amendment also provides that Driving License and Pollution Under Control certificates can be carried in physical or digital form. 
  • All goods carriage vehicles will be required to carry goods in a closed body of the vehicle or container. If it is necessary to carry goods in open bodies, goods will be covered by using appropriate cover like tarpaulin or any other suitable material.


  • The Motor Vehicles Act, 1988 is an Act of the Parliament of India which regulates all aspects of road transport vehicles. The Act came into force from 1 July 1989.



Steel CPSE Employees Pension Scheme Announced

  • The steel ministry has agreed to introduce a pension scheme for its CPSEs like SAIL and RINL, a move which will benefit about 96,000 serving and 56,000 retired employees.
  • The pension scheme is estimated to cost an additional financial burden of Rs 540 crore.
  • Ministry of Steel has agreed to the proposal received from various CPSEs under its control to introduce the pension scheme with effect from 1st January 2007 in case of executives and 1st January 2012 in case of non-executives or from a subsequent date as decided by the company.
  • The agreement was reached after detailed consultation with representatives of employees unions and officers associations belonging to SAIL, RINL, MSTC, FSNL, MECON and KIOCL with Steel Minister Chaudhary Birender Singh.



Committee set up to synergise NCC and NSS


  • Government has decided to set up a committee under the Chairmanship of Shri Anil Swarup, former Secretary, School Education.
  • The Committee will deal with on issues like expansion, strengthening training infrastructure, rationalizing resources, reducing manpower deficiency affecting NCC and NSS. 
  • The Committee will also submit recommend for building synergies between these two institutions viz. NCC and NSS and further strengthen them for empowering the youth.
  • At present, there are 13.5 lakh cadets in NCC in the age group of 12 to 26 years with pan India presence in about 703 out of 716 districts.
  • There are a large number of educational institutions in the country including as much as 8600 on waitlist in which NCC is yet to be extended. There is also an existing shortage in the NCC manpower across the categories ranging from 5% to 36%.
  • The NCC has an annual budget allocation of about Rs.2200 crore with Central Government share of about Rs.1600 crore.
  • NCC, with this meagre resources, is not able to expand itself and to cover all the districts of the country and cater to the needs of waitlisted educational institutions.


Veteran actor Rita Bhaduri passed away in Mumbai


  • Veteran actor Rita Bhaduri passed away in Mumbai.
  • 62-year old actress, best known for her roles in films like "Hero No 1" and "Beta", was suffering from kidney ailments. Family sources said, her funeral will be held at the Cremation Ground in Andheri East.
  • Bhaduri, who was last seen in television show "Nimki Mukhiya", had also featured in films like " Ghar Ho Toh Aisa", "Anth", "Virasat".


Iran lodges complaint with ICJ against US sanctions


  • Iran has lodged a complaint with the International Court of Justice against the United States' reimposition of sanctions.
  • Iran is committed to the rule of law in the face of US contempt for diplomacy and legal obligations. It's imperative to counter its habit of violating (international) law.
  • The complaint came in response to Washington's decision in May to abandon the 2015 nuclear deal and reimpose sanctions on Iran.
  • Tehran says the action violates international obligations, including the 1955 US-Iran Treaty of Amity – an agreement signed well before Iran's 1979 revolution, but which is still invoked in ongoing legal battles.
  • Iran and the US have not had diplomatic relations since 1980, when American embassy officials were held hostage in Tehran.
  • Nuclear-related sanctions will be reimposed by Washington in two phases in August and November, seeking to bar European and other foreign companies from doing business with Iran and blocking its oil sales abroad.
  • The ICJ is already due to hear a complaint on 8 October that Iran lodged two years ago against the United States for freezing around $2 billion of its assets held abroad.



UAE introduces new 2 month exemption for dependents of tourists


  • With an aim to  give  boost to family tourism ,  UAE has introduced a new two-month exemption for dependents of tourists travelling to the country on holiday.
  • The move, approved by the UAE cabinet, will exempt accompanying dependents of foreign tourists under the age of 18 from visa fees between July 15 and September 15 each year.
  • Officials said the decision is planned to improve the country’s standing as a leading destination in family tourism. Earlier, the UAE cabinet approved a decision to exempt transit passengers from all entry fees for the first 48 hours.


EU, Japan sign single market's biggest trade deal


  • The European Union and Japan signed the single market’s biggest trade deal ever and present a united front as Washington upends the international trade order.
  • The signing in Tokyo for the deal, largely reached late last year, was ceremonial.
  • It was delayed from earlier this month because Japanese Prime Minister Shinzo Abe cancelled going to Brussels over a disaster in southwestern Japan, caused by extremely heavy rainfall. More than 200 people died from flooding and landslides.
  • European Commission President Jean-Claude Juncker and European Council President Donald Tusk attended the signing ceremony at Abe’s office in Tokyo.

India wins 7 Gold medals to finish at top of Vojvodina youth boxing tournament


  • Indian boxers ruled the ring at the Golden Glove of Vojvodina youth tournament at Subotica in Serbia, ending with a whopping seven Gold medals to claim the overall top spot.
  • India claimed the numero uno position with 17 medals – 7 Gold, 6Silver and 4 Bronze. The Gold medal winners were Aman, Akash Kumar, S.Barun Singh, Vijaydeep, Nitu, Divya Pawar, and Lalita.
  • Russia fetched 11 medals – 3 Gold, 2 Silver and 6 Bronze, but ended up third behind Kazakhstan, who had a better gold medal count with 5 in their overall haul of seven medals.



India bags 9 medals in 7th World Junior Wushu championships

  • The Indian team bagged nine medals including four silver and five bronze in the 7th World Junior Wushu championships held in Brasilia, Brazil.
  • In the Sanshou discipline, Babulu (42 kg, sub junior), Saleem (56 kg, sub junior), Savita (48 kg, junior) and Rohit (80kg, junior) won the silver medal according to an Indian Olympic Association (IOA) official. In the Taolu discipline, Karanjit Taijiquan and Karanjit Taijijian won two bronze medals.


  • Background:
  • Taolu involves martial art patterns, acrobatic movements and techniques for which competitors are judged and given points according to specific rules.
  • Sanshou (Wushu Sanshou), also known as Sanda (Wushu Sanda), Chinese boxing or Chinese kickboxing, is a Chinese self-defense system and combat sport.


First Pondicherry International Film Festival in Sept 2018


  • Streaming platform Pickurflick with the support of Puducherry Tourism has announced that the inaugural edition of the independent film extravaganza will be held from 26 to 30 September .
  • France is the partner country for the festival and there will be a special focus on French cinema, art and culture. Actor Adil Hussain is closely associated with Pickurflick as a mentor and brand ambassador.
  • Besides film screenings, the five-day film festival will also conduct art, culture exhibition, food festival and music concerts to celebrate art, entertainment and travel in Puducherry, which was a French colony.
  • The mega festival will also promote Puducherry as a tourist destination.
  • PIFF 2018 will have a special section on independent Tamil cinema and will also focus on regional cinema.
