EXPLAINED : SUPPLEMENTARY DEMANDS FOR GRANTS

Context

Recently, the Minister of Finance presented the Supplementary Demands for Grants for this financial year in the Lok Sabha.

What is Supplementary Demand of Grants?

It is granted when the amount authorised by the Parliament through the appropriation act for a particular service for the current financial year is found to be insufficient for that year.

Description about Supplementary Demand of Grants

  • An estimate is presented before the Parliament for Supplementary or Additional grants by the Government.
  • It happens grants, authorised by the Parliament during Union Budget, fall short of the required expenditure.
  • These grants are presented and passed by the Parliament before the end of the financial year.

Who presents Supplementary Demand of Grants? Who examines Supplementary Demand of Grants?

  • The Ministry of Finance and Ministry of Railways presents a Demand for Excess Grant.
  • The Comptroller and Auditor General of India brings such excesses to the notice of the Parliament.
  • The Public Accounts Committee examines these excesses and gives recommendations to the Parliament.

About Public Accounts Committee

  • It is a committee of selected members of parliament, constituted by the Parliament of India.
  • Its purpose is to audit  the revenue and the expenditure of the Government of India.
  • It  is the oldest Parliamentary Committee and was first constituted in 1921.
