EXPLAINED: UNDERSTANDING INDIA-CHINA FIVE POINT ACTION PLAN TO REDUCE LAC TENSION

Context

External Affairs Minister S. Jaishankar and his Chinese counterpart Wang Yi agreed on a five-point course of action to disengage and reduce tensions along the Line of Actual Control (LAC).

Background

  • India and China army indulged in  violent clashes which resulted in deaths of soldiers for the first time in 45 years  along the Line of Actual Control.
  • The Line of Actual Control (LAC) is a loose demarcation line that separates Indian-controlled territory from Chinese-controlled territory in the Sino-Indian border dispute.
  • India considers the LAC to be 3,488 km long, while the Chinese consider it to be only around 2,000 km.
  • It is divided into three sectors: the eastern sector which spans Arunachal Pradesh and Sikkim, the middle sector in Uttarakhand and Himachal Pradesh, and the western sector in Ladakh.

India-China Five-point plan

  • To follow the consensus between Prime Minister Narendra Modi and President Xi Jinping to “not allow differences to become disputes”,
  • To disengage quickly to ease tensions.
  • To abide by the existing India-China border protocols and avoiding escalatory action,
  • To continue the dialogue between the National Security Adviser.
  • To work towards new confidence-building measures (CBMs).

Other agreements

  • Both countries agreed that the immediate task is to ensure a comprehensive disengagement of troops in all the friction areas, which is necessary to prevent any untoward incident in the future.
  • Neither of the countries have issued a  joint statement, nor the respective leaders spoke about the  return to the “Status quo ante” or positions prior to the stand-off in April.
