Five MoUs signed between India and Afghanistan for developing educational infrastructure in Afghan provinces

Afghanistan signed five Memorandum of Understandings (MoU) with India on 5 July 2020, for the development of educational infrastructure in four provinces of Afghanistan.

Key Points:

  • The projects that will be developed under the MoU include a higher education building, constructing classrooms, and constructing a road in the Albironi University campus.
  • The project will be developed across the four provinces of Badakhshan, Farah, Kapisa and Nuristan.
  • The MoUs are Tripartite agreements and were signed between the Afghan ministry of economy and the implementing ministries, such as the ministry of education and the Indian government.
  • The step by the Central Government is being seen as a support to Afghanistan during wars that are taking place in the country.
  • The signing of MoUs was held under the High Impact Community Development Projects (HICDP) programme that is being implemented by India to strengthen the bilateral development partnership.
  • Projects worth $3 billion have been undertaken by India in Afghanistan since 2001, which include $1 billion that was pledged in 2016, under the “new development partnership” initiative in a span of five years.
  • The commitments by India will help Afghanistan emerge as a “peaceful, pluralistic, prosperous and united nation”.
  • The government of India has supported over 550 HICDP across Afghanistan with a commitment of $200 million.
  • Out of the 550 projects, more than 400 projects are already complete, and the rest are in different stages of implementation. The projects are mainly smaller grassroots projects which have small outlay costs.
