GOI PROPOSES THE CHANGE OF RULES OF APPOINTING IAS OFFICERS

Context:

On 19 January 2022, the Indian Government proposed changing the rules for appointing IAS officials.

Key Points:

• On behalf of the Government of India, these changes were proposed by the Ministry of Personnel and Training.
• The ministry said the states are not providing sufficient officials to be appointed nationally.
• States must contribute to the central deputation reserve. For this reason, there is a shortage of officials at the centre.

Current Officers Appointment:

• IAS officers are appointed based on IAS Rules - 1954.
• Rule (6) states that an IAS officer shall be appointed by the central government or a national government and any other organization or body of persons or company.
• The central or national governments shall wholly own the body or organization.

Proposed changes:

• The GoI has proposed an amendment to Rule (6).
• The central government wants to appoint officials proportionally, equally to the centre and the respective state.
• The central government will determine the number of IAS police officers stationed at the centre.
• The decisions should be made after consultation with the state government.
