Haryana government notified the Jat reservation Bill 2016

  • Haryana government has notified the Haryana Backward Classes (Reservation in Services and Admission in Educational Institutions) Act, 2016.
  • The bill seeks to provide reservation to persons belonging to backward classes in services and admission in educational institutions in the State of Haryana.
  • Key features of the bill:
  • It provides reservation to the people belonging to Backward Classes “A” category under Schedule I:
    • 16 percent reservation in service for Class III and IV posts.
    • 11 percent in service for Class I and II posts.
    • 16 percent reservation in admissions in educational institutions.
    •  BC-A Category- The people under this category includes a total of 71 castes.
  • It provides reservation to the people belonging to Backward Classes “B” category under Schedule II:
    • 11 percent reservation for Class III and IV posts
    • 6 percent in service for Class I and II posts.
    • 11 percent reservation for admission in educational institutions.
    • BC-B Category –  It consists of six castes i.e Ahir/Yadav, Gujjar, Lodh/Lodha, Saini or Shakya, Meo
  • It providesreservationstotheJat,Jat Sikhs,Ror,Bishnoi,Tyagi,MullaJatorMuslimJat under  Schedule III:
    • 10 percent reservation in service for Class III and IV posts
    • 6 percent reservation in service for Class I and II posts.
    • 10 percent reservation for admissions to educational institutions.
  • The decision on the OBC reservation to the Jat came after the long protest and Agitation in 8 districts of Haryana.
  • Haryana’s demographic details:
    • As per the 2011 census, The Haryana's Demographic details are as follows:-
    • Hindus- 87.45%
    • Sikhs - 4.91%
    • Muslims -7.03% mainly Meos
    • Jats form the largest caste in Haryana with approximately 25% population.
    • Out of 80 castes, 63 castes/communities have been notified either as a Scheduled Caste or Backward Class in Haryana.
    • The reservation limit in the state is 47% as of now.
