India signs pact with Bhutan for the first joint Hydel Project

The first Hydropower joint venture project was signed by India and Bhutan, for the construction of a 600 MW Kholongchhu project, in the less developed eastern region of Trashiyangtse in Bhutan.

Key Points:

  • The “Concession agreement,” under the project was signed through video conferencing, in the presence of S. Jaishankar, the External Affairs Minister of India; Tandi Dorji the Foreign Minister of Bhutan and Loknath Sharma, the Economic Affairs Minister of Bhutan.
  • The project is being developed as a 50:50 joint venture project for the first time and not as a government to government agreement.
  • Under the India-Bhutan partnership, four hydropower projects have been constructed in the last 30 years, which have a combined capacity of 2,100 MW and two more projects are under construction.
  •  The project of Kholongchhu was agreed to in 2008 and is among the four additional projects which were signed by India with Bhutan with the objective of creating a total of 10000 MW installed capacity by 2020.
  • The partnership has been signed between the Bhutanese Druk Green Power Corporation (DGPC) and the JV Partners Sutlej Jal Vidyut Nigam (SJVN), a Public Sector Undertaking of Himachal Pradesh.
  • As per the finalised pact, the Kholongchhu Hydro-Electric Power (HEP) project will be started very soon and is aimed for completion by the second half of 2025.
