MORTH ALLOWS SALE AND REGISTRATION OF ELECTRIC VEHICLES WITHOUT BATTERIES

The Ministry of Road Transport and Highways notified an addition to the existing electric vehicle policy. According to which it will now allow the sale and registration of electric vehicles without a pre-fitted battery.

Key Points:

  • This notification was issued by the ministry to all states and Union Territories as part of the government’s efforts to boost the adoption of electric vehicles in India, and concurrently reduce our core dependency on imported oil.
  • As per the notification, the prototype vehicle will still require a road-worthiness approval from anointed test agencies, as per Rule 126 of the Central Motor Vehicle Act Rules of 1989.
  • In present, this new notification is likely to affect the ecosystem bottom-up, with electric 2-wheelers and 3-wheelers being the first to benefit. Batteries for electric vehicles can cost up to 30 per cent the cost of the entire vehicle, and this makes it difficult for electric vehicle manufacturers to price their products competitively.
  • The amendment will allow OEMs to sell batteries separately or with subscription models, and will also encourage private players to join in as well, boosting the grass-roots of the electric ecosystem.
