Odisha launches BLUIS system to prevent encroachment of government land

The Chief Minister of Odisha, Naveen Patnaik launched the BLUIS system to monitor alterations to government lands in Bhubaneshwar. The system which will utilise high resolution satellite imagery.

Key Points:

  • The Bhubaneswar Land Use Intelligence System (BLUIS) is a mobile and web-based solution and will raise alarm over the changes in land use and will make it difficult for land grabbers to encroach upon the government land.
  • The system was launched on 8 July 2020 by the Odisha government making it the first state in the country to utilise space technology and artificial intelligence for the protection of government lands.
  • The system is a geo tagged repository that comprises all the government lands in the capital city. The repository has been created using the high resolution satellite imagery which will assist in the detection of all alterations and changes that take place on the government property.
  • The system would alert the enforcement authorities of any new development that will take place on government lands and using the Global Position System (GPS) the enforcement staff will be guided to the location where the development is taking place.
  • The proof of enforcement will be uploaded by the staff as geo-tagged video and images on the application. To remove the encroachment a case will be filed as a follow up course of action.
  • The government also launched a Litigation Management System, which is an online application that records data about legal cases and facilitates end-to-end communication between advocates and officials of the government at the various stages of a case. The system provides a smart technology solution to monitor court.
