Status of Indian Universities  :

WHY PART OF  D.N.A : Six higher education institutions, including the Indian Institute of Science (IISc), Bengaluru, the Indian Institutes of Technology at Mumbai and Delhi, and the proposed Jio Institute of the Reliance Foundation, have been named Institutions of Eminence (IoE) by the Centre. The Jio Institute in Maharashtra — which has been chosen in the greenfield category — is among three private institutions to be granted the status; the Manipal Academy of Higher Education and BITS, Pilani, being the other two. An empowered committee, under former Chief Election Commissioner N. Gopalaswami, recommended these institutions.

Current global situation of Indian Universities : According to Times Higher Education(THE) World University Ranking, India’s top performer was Indian Institute of Sciences(IISc),Bengaluru which also skipped to 251-300 group from previous 201-250 Group. After top 200 ranking ‘THE’ places university in group instead of awarding them individual ranks.

With Oxford University continues to top the ranking. It is necessary to understand what stops Indian Universities to perform well in Global Arena of Education.

Issues Concerned :   

Lack of Financial Resources: Higher Education Institutes requires substantial funding for hiring world class faculties, giving scholarships to meritorious students, Infrastructure for laboratories ,providing financial grants for publishing research papers. Thus, Ministry of Human resources should work in close collaboration with Ministry of Corporate affairs so that funds for Corporate Social Resources should be channelized in right direction for Funding Education Sector.

Earlier Efforts:

A committee constituted by planning commission to give recommendation in corporate spending in higher education was set up under the guidance of Mr. Narayan Murty,Chief Mentor of Infosys.

Recommendations of the committee were :

  1. Giving free land for 999 years
  2. Giving tax exemption upto 300% for contribution towards higher education in India.
  3. 10 year Multiple entry visas for foreign Research Scholars.
  4. Creating  Rs 1000 Crore fund for giving scholarship to meritorious students with weaker financial background.
  5. National higher education loan fund of Rs1,00,000 crore with help of Public Sector Banks  to give loan for Higher Education on Longer-Tenure.

However, these recommendations were not implemented.

 

Situation of Private Universities :

As far as Private Universities are concerned, their situation is more critical when we compare with Public Universities.

-          Motive of most private universities is to make maximum profit. They are not driven by Philanthropy which is against the ethos of Education.

-          Selling Dreams- Most of the private universities are involved in excessive marketing with exaggerated placement records.

Way Forward:

-          Policy formation to integrate corporate funding to higher education institutes will help in creating World class Education Institutions.

-          The Institute of Eminence policy creates hope in providing required autonomy in financial as well as Governance part of University.

-          Thorough Re-Examination of Budgetary resources and their proper unilization is necessary.
