The Union Government of India has launched the fourth round of UDAN

Government of India has launched the 4th round of Regional Connectivity Scheme - UDAN (Ude Desh Ka Aam Nagrik) which tries to enhance the connectivity to the remote and regional areas of the country. The focus areas in this round will be the NorthEast Region, Hilly States, Jammu and Kashmir, Ladakh and Islands.

Key Points:

  • This scheme was launched in the year 2017, which seeks to provide connectivity to the un-served and under-served regions through the revival of existing airstrips and airports.
  • Past three years, the Union Ministry of Civil Aviation has completed 3 rounds of bidding under this scheme in the last three years and awarded around 700 routes, many of which will be operationalized during the winter schedule 2019. The Ministry is working to develop more airports and operationalize the pending routes.
  • The Civil Aviation Ministry is aiming to operationalise around 1000 routes and develop more than 100 airports in the next five years. The Ministry aims to achieve this by focusing on operationalising routes in the priority areas.

Some of the key features of the Scheme are:

  • Revision of (Viability Gap Funding) VGF cap – The provision of VGF for Category 2 / 3 aircraft (more than 20 seater) has been enhanced for operation of RCS flights in Priority Area(s) (Union Territories [UT] of Ladakh and Jammu & Kashmir; the States of Himachal Pradesh, Uttrakhand, North Eastern State; UT of Lakshadweep and Andaman & Nicobar). The VGF cap applicable for various stage lengths for operation through category 1 / 1 A aircraft (below 20 seaters) has also been revised to further incentivise the operation of small aircraft under the Scheme.
  • Promoting short-haul routes: The provision of VGF would be restricted for routes with stage length up to 600 km, for the operation of Category 2 / 3 aircraft, beyond it no monetary support will be provided. The table for provision of VGF for various stage lengths would be available for stage length up to 500 km.
  • The operation of the helicopter and seaplane would be allowed under this round.
